The bill authorizes the projects but does not appropriate the money for them. Appropriation of funds will have to be taken care of in subsequent legislation.

A Detroit News editorial today says that the Veto override opens gates to flood of pork. It begins:

Pork is about the only thing that unites Congress. Even political party loyalties aren’t as powerful as the lure of the trough. Thursday, congressional oinkers handed President Bush his first veto override to preserve a $23 billion water projects bill that throws money across the nation.
