Interestingly enough, this is not the local lore as I know it.

I've lived in Monroe all my life and I've heard the same story from many different people, both older and younger. The lady did in fact live alone with her many dogs but she didn't change into one of them.

She would come into town every few weeks to get supplies and such and when she missed her usual in town visit twice, the merchant she usually dealt with decided to go to her home and check in on her. When he pulled up to the house, he was greeted by what he described as a feral pack of dogs. Unable to get out of his vehicle due to their aggressiveness, he went back into town and alerted the police.

Later when the police went to investigate, they ended up having to put the whole pack down as they were viciously trying to attack the officers, keeping them away from the home. Once every dog was put down, the officers made it into the home where they found the old lady's body. It appeared she had fallen and broken a hip, leaving her unable to get off the floor. Without food and with her being helpless, her dogs eventually attacked her and ate her alive.
Supposedly she haunts the area because of the vicious death she encountered at the hands of her beloved dogs and the dogs haunt the area as well in testament to the way they were brutally slaughtered.
